    The Pacific fleet did not have enough oil at its forward deployment base to keep the ships at sea.
    Nevertheless, these fleet units were out of Pearl Harbor.

    1 gunboat -- Tutuia (PR-4) blockaged, to China. Panay (PR-5) sunk by JapNavy 1937.
    Civilian charter -- President Harrison -- run onto reef to prevent capture.

    ATLANTIC
        A quarter of the Pacific Fleet was ordered to the Atlantic 7 April 41 for Neutrality Patrol. These returned to the Pacific within six months of Pearl Harbor, except 3 CLs (40-42) which stayed with the Atlantic Fleet.
    Battleships - Idaho (BB-42), Mississippi (BB-41), New Mexico (BB-40)
    Carrier - Yorktown (CV-5)
    Light Cruisers - Brooklyn (CL-40), Philadelphia (CL-41), Savannah (CL-42), Nashville (CL-43)
    Destroyers - DesRon 8 (5 DD), DesRon 9 (6 DD).
